Over the course of the “2017–2022 five-year healthcare plan,” we have had the opportunity to publish several articles commenting on the measures adopted by the government in order to implement the campaign commitments of Mr. Emmanuel Macron and in response to the two major crises that the government experienced: the “yellow vests” movement on the one hand, and the health crisis caused by the COVID-19 pandemic on the other. The latter of these led to negotiations between the public authorities and the actors of the health system, culminating on July 13, 2020 in the “Ségur de la santé agreements,” which include important measures regarding increasing the remuneration of health practitioners and investment in hospitals. In agreement with those in charge of this journal, we will synthesize and update our analyses of the three major health system financial reforms that were implemented between 2017 and 2022, excluding from the scope of our study measures that do not yet have a concrete effect in the short term. This is particularly true of the creation of the “autonomy” branch within the social security system, a reform which, for the time being, has not resulted in a significant change in the way dependency risk is financed.
