This research seeks to provide answers to issues relating to sanctions that are currently unresolved. We are witnessing an unprecedented rise of administrative sanctions that raises many questions: Should there be a code for administrative sanctions procedure? How are the actions of the administration and the public prosecutor’s office to be linked? Should the administration publish circulars on its criminal policy? Should the administration imposing sanctions be independent? What is the role of third parties? We have also attempted to broaden our reflection, taking into account the rise of administrative sanctions alongside the problems caused by the rise of civil sanctions and of compliance mechanisms. Thus, we have tried to understand how all of these criminal means could ultimately be combined.
