Yves Ternon, a recognized specialist of the Armenian genocide, shows what contacts allowed the setting up in France in 2001 of a first Armenian-Turkish reconciliation Commission, without the two governments being a party to it. It appears that as far as Turkey was concerned, this was part and parcel of its efforts to promote its candidacy to adhere to the European Union. But after three meetings held in 2001, the Commission eventually failed at the eve of 2002, Turkey refusing categorically the recognition of the genocide, a point definitely considered by the Armenians as a precondition to reconciliation.
