As nationalist parties in Italy and Germany terrorised the Jewish population, sparking a large-scale exodus to surrounding countries, Swiss authorities kept up to date with each new development. However, they hesitated to act, leaving the bulk of the work that was done to protect refugees to humanitarian and/or international charities and institutions, and adopted an increasingly restrictive attitude towards these refugees.
