This article questions the standard centralized network (grid) model in the water sector, conceived to ensure universal access to potable water and disseminated in the Global South through international aid. In Southeast Asia, the prominence of off-grid decentralized systems raises questions about the validity of this ideal-type: Are we witnessing a paradigm shift or merely temporary solutions? The article first critically analyses how international frameworks (Sustainable Development Goals) have reshaped the definition of "improved" water services, thereby legitimizing alternative supply systems as off grid systems. It then explores the diversity of these solutions in Southeast Asian cities (water kiosks, ATMs, bottled water), highlighting the dominance of market-oriented arrangements alongside solutions based on collective governance (wells, etc.). Finally, it discusses how these decentralized systems are redefining the vision of a public water service by blurring the boundaries between public, private and collective principles. The conclusion advocates for an alternative governance model considering water as a common ensuring both the protection of water resources and equitable access.
