Despite the recent activation of high-level Armenian-Turkish communications, the normalization of relations between two countries is unlikely in the foreseeable future. The cause is the traditional pol- icy of Ankara to link Armenian-Turkish relations to Armenian-Azerbaijani relations. Even afler 44-day war in 2020, as well as the full occupation of Artsakh in September 2023 Ankara has not changed its position. On the contrary, it has reinforced this position. Given the uncertain prospects for resolving Armenian-Azerbaijani relations—particularly the conclusion of a peace treaty, which remains hindered by Baku's ongoing demands and preconditions—the outlook for Armenian-Turkish relations remains equally uncertain.
