Les commis des secrétaires d’État en France à la Renaissance. Entre domesticité et structuration d’une administration

La création des secrétariats d’État en 1547 entraîne le développement d’une administration destinée à appuyer le secrétaire dans ses fonctions de plus en plus étendues. Symboles de ce phénomène, les commis ont pu être vus comme des représentants de la naissance d’une administration moderne. L’examen des commis des premiers secrétaires d’État dans la seconde moitié du xvie siècle permet d’interroger cette question en portant le regard sur les rapports entre ces commis et les secrétaires. Il s’agit alors de restituer la singularité de ces premières administrations, entre développement de fonctions bureaucratiques et maintien de logiques de gouvernement domestique, marquées par les liens très étroits et les rapports personnels avec un patron.

The creation of the secretaries of State in 1547 engenders the development of an administration whose purpose is to help the secretary in performing his growing tasks. The commis are representative of this phenomenom and have been seen as the incarnation of the birth of a modern administration. The study of the commis of the first secretaries of State in the second half of the 16th century invites to reconsider this question, by investigating the links between the commis and the secretaries. The purpose of this article is to highlight the singularity of those first administrations, between the development of a bureaucratic system and the permanence of an household government, characterized by close and personal links with a patron.
