The lack of a clear conceptual definition of corruption leads to the consequent failure of designating the necessary policies for combating it. Dealing with political corruption in particular requires multi-factor analyses and measuring the effectiveness of the norms attempting to limit it proves extremely difficult. In the framework of governance, the combination of quality and quantity indicators is undertaken in order to design effective policies remedying the substance and not the appearance of corruption. In the context of this framework, the systematic (and not the symptomatic) challenge of corruption must be sought. This can take place through a systemic re-conceptualization of corruption and comprehensive programs of action on the basis of the principles of good governance.
