As part of a territorial variation of the public policy of competitive intelligence, territorial competitive intelligence aims at enhancing and attracting the resources and skills of a given territory for the benefit of its economy and employment. This declared and willed purpose of territorial competitive intelligence is based fundamentally on the installation, within and between public and private organizations taking part in it, of transverse reticular structures supporting the exchange and the diffusion of information between all the concerned actors. In this sense, territorial competitive intelligence is founded on the updating of the relational networks of public managers in charge of the sustainability of the approach at the level of their organization. Through an exploratory qualitative study on the Regional Competitive Intelligence Scheme of the former Auvergne region, this research aims to understand the characteristics of the social capital of public managers participating in the dynamics of a territorial competitive intelligence system.
