Le système de pouvoir en Algérie, son origine et ses évolutions

Cet article montre que l’Algérie postcoloniale a mis en place un système politique qui a sa rationalité mais qui a perdu de sa cohérence avec l’usure du pouvoir. Pendant six décennies, l’élite dirigeante se prévalait de la légitimité historique dont l’efficacité a décliné avec le renouvellement des générations. Ayant refusé l’alternance électorale, la liberté de la presse et l’autonomie de la justice, le système a évolué vers une corruption généralisée qui a concerné aussi bien les civils que les militaires. En février 2019, une protestation pacifique, appelée hirak, a éclaté à l’échelle nationale, demandant la fin du rôle politique de l’armée dans l’Etat.

This article shows that postcolonial Algeria established a political system possessing a certain rationality but having lost its coherence through the long exercise of power. For sixty years, the ruling elite claimed a historical legitimacy, which faded with the passage of time. Having refused electoral change, freedom of the press and the autonomous administration of justice, the system evolved towards generalized corruption affecting both the civilian and the military sectors. In February 2019, a nationwide wave of peaceful protest known as “hirak” broke out, demanding the end of the political role of the army in the state. Covid 19 put a temporary halt to the movement, but it will probably resume with the end of the pandemic.
