The 2013 law on safeguarding employment created a requirement for company strategy consultations, thereby formalizing and strengthening the involvement of staff representation groups. This new consultation structure has met with lukewarm interest from elected representatives, while company leadership teams have proved reluctant to share strategic information. The information made available is often incomplete and the rights of elected representatives to consult it are limited depending on the level of consultation. The concept of strategy itself seems controversial. The need to identify information and relevant partners for discussing strategy has furthermore strengthened the central position of staff representation bodies within companies, to the detriment of works councils and other staff committees. This increasing centralization has led to a shakeup of the various staff bodies, with the hygiene, safety and working conditions committee on one side and the central works council on the other. This shakeup raises questions about the upcoming implementation of social and economic committees.
