Internet et les réseaux sociaux ont bouleversé les échanges entre individus et les rapports entre États et citoyens. En même temps que ceux-ci constituent d’indéniables ressources démocratiques, ils renforcent l’incertitude du monde contemporain. La surveillance défensive et offensive des communications privées, l’intoxication des fake news et les soupçons de manipulation électorale contribuent à défaire le vieux consensus sur le réel et la vérité et entament l’assise du modèle démocratique.

The Internet and social media have changed how people interact with one another and how states interact with citizens. Even as they constitute undeniable democratic resources, they also reinforce the uncertainty of the present-day world. The defensive and offensive surveillance of private communications, the intoxication of fake news and suspicions of electoral manipulation are helping dismantle the longstanding consensus on what is real and true, and undermining the foundations of the democratic model.
