Limitée à la IIIe République, cette communication voudrait éclairer le paradoxe d’une nation scientifiquement avancée mais souffrant de profondes faiblesses organisationnelles. Comme si la santé publique avait longtemps constitué une matière administrative extraordinaire, où l’État aurait eu le plus grand mal à assumer ses fonctions régaliennes. Un État incomplet, suivi d’un État importé, c’est ce paradoxe d’une nation scientifiquement avancée mais souffrant de profondes faiblesses organisationnelles que met en lumière l’intervention de la Fondation Rockefeller contre la tuberculose au long de l’entre-deux-guerres.

Limited to the Third Republic, this article seeks to clarify the paradox between a scientifically advanced nation which also suffered from profound organisational weaknesses: as if public health had constituted an exceptional administrative subject over a long period, and in which the State had experienced the greatest difficulty in assuming its governmental duties. An incomplete State followed by an imported State – it is this paradox of a scientifically advanced nation, but suffering from profound organisational weaknesses, which also highlights the intervention against tuberculosis made by the Rockefeller Foundation during the inter-war period.
