Barriers to Energy Efficiency

The gap between the energy efficiency attainable with existing cost-effective techniques and the observed level of energy consumption is usually explained by the existence of various barriers to energy efficiency in firms, households, and public administrations. This paper summarizes the theoretical and empirical literature on these barriers and stresses the differences between market failures and others, including economic, cognitive, and organizational barriers.
