This note discusses the release of two new reports on new municipalities ( “communes nouvelles”) in France, published in September 2022. One is a central administration report (Inspection Générale de l’Administration) and another is an overview Panorama des communes nouvelles vol. 2, published by Vincent Aubelle, for the French Mayor Association (AMF). The comparison of both publications provides an opportunity to review the existing literature on new communes, and to consider how reports, the “grey” literature and the academic literature, contribute to bring new perspectives and discuss local public policies.
