“Europe has created a market, but she has not transformed herself into a great power,” lamented the journalist Jean-Jacques Servan-Schreiber in his famous book Le défi américain (Denoël, 1967), translated into English as The American Challenge (Versilio, 2014).1 However, the idea of a “ Europe puissance” (i.e., the projection of European power) seems to have been revived by both the war in Ukraine and by the French presidency of the Council of the European Union in the first half of 2022. “Power” is one of the three priorities of this presidency, along with “recovery” and “belonging.” As it draws to a close, an initial assessment can be made from the perspective of Europe puissance.
