Career foreign service officer and Soviet specialist Jack Matlock became U.S. ambassador to Moscow in April 1987 after almost four years as a key National Security Council staff member during President Reagan’s growing rapprochement with Gorbachev. Now, less than a month into the new Bush administration’s “pause,” Matlock tries to influence U.S. policy towards greater engagement by sending three cables (see also Document Nos. 45 & 47) that cumulatively remind the reader of the famous “Long Te...
