Contrary to common wisdom, the French educational system has been considerably transformed over the last decades. However, the process of reform suffers from many limits, among which are the difficulty to clearly express the goals pursued in a context characterized by many contradictory trends; a tendency to overlook the importance of the autonomy of local actors who are most often assigned the role of simple executive agents by most reformers as; and, more importantly, the persistence of a Hegelian conception of the central state, which favors an exceedingly centralized understanding of the reform process. In order to succeed, a re-evaluation of the role of the central state would be required, as well as a real acceptance of the autonomy of local actors and an in-depth transformation of the relationship between the various partners of the educational system.
