This article attempts to document the evolution of armed gangs in Haiti according to socio-governmental policies. Because, the history of armed gangs, also known as gangs of criminals or criminal gangs, in Haiti is not new. Because it has been part of the history of the country since the beginning (Alcin, et al., 2023). However, during the contemporary period, it dates back to the period of François Duvalier following the creation of the National Security Volunteers (VSN) in 1959, better known under the name of Tonton Makout. From there, the proliferation of the phenomenon of gangsterization in Haiti can be explained by the inadequacy of the policies adopted, bad governance and the interference of the international community vis-à-vis the first free black republic in the world. Nowadays, at the end of the first quartile of the 21st century, the situation of insecurity reigning in Haiti proliferates in fertile ground like weeds. But what explains this fertility? How is bad governance a factor in the creation and strengthening of gangs in Haiti? What correlation exists between the adoption of inadequate policies, international interference and the contemporary origin of armed gangs in Haiti?
Cet article essaie de documenter l’évolution des gangs armés en Haïti selon les politiques sociogouvernementales. Car, l’histoire des gangs armés aussi connus sous le nom de troupe de malfaiteurs ou de bande criminelle, en Haïti, ne date pas d’aujourd’hui. Car, elle s’inscrit depuis l’origine dans l’histoire du pays (Alcin, et al., 2023). Néanmoins, pendant la période contemporaine, elle remonte à la période de François Duvalier suite à la création des Volontaires de la Sécurité Nationale (VSN) en 1959 plus connus sous le nom de Tonton Makout. De là, la prolifération du phénomène de gangstérisation en Haïti s’explique par l’inadéquation des politiques adoptées, la mauvaise gouvernance et l’ingérence de la communauté internationale vis-à-vis de la première république noire libre au monde. De nos jours, à la fin du premier quartile du XXIème siècle, la situation d’insécurité régnant en Haïti prolifère dans un terrain fertile comme de la mauvaise herbe. Mais, qu’est-ce qui explique cette fertilité ? En quoi la mauvaise gouvernance s’avère un facteur de création et de renforcement des gangs en Haïti ? Quelle corrélation existe entre l’adoption de politiques inadéquates, l’ingérence internationale et l’origine contemporaine des gangs armés en Haïti ?
