There are numerous accounts of housing policy in Britain since the Second World War (for example Merrett, 1979; Cole and Furbey, 1994; Harloe, 1995; Malpass and Murie, 1999; Malpass, 2004, 2005a and b; Mullins and Murie, 2006). But the question of how far the origins of contemporary problems can be said to lie in the policy choices of the past provides a novel angle from which to approach this well trodden ground.
