French social housing policies toward underprivileged people appeared in the late 1980s as part of the period’s wider “integration policies.” Financial support and social counseling are attributed by a “social magistracy.” Studying the very words used by the agents of these policies to describe their practices illuminates the shaping and qualification work that this kind of organization requires. Upstream from these social magistracies, agents shape “situations,” administrative representations of the recipients, structured around “problematics” that link these situations to local social policy tools.
