Les financements innovants : des outils à fort potentiel en faveur du climat et de la biodiversité dans les pays en développement

Le changement climatique et la biodiversité constituent d’énormes défis pour les pays en développement, et l’Afrique en particulier. En complément de l’aide publique au développement, les financements innovants ont un rôle essentiel à jouer dans le financement des futurs Objectifs de Développement Durable, à condition qu’un vrai changement d’échelle soit opéré pour l’après-2015.Cet article met en lumière deux types de financements innovants à fort potentiel pour la lutte contre les changements climatiques et la préservation de la biodiversité dans les pays en développement, et à fort effet de levier sur la participation du secteur privé et financier. Il s’agit, d’une part, de la taxe sur les transactions financières, dont le cas français doit servir d’exemple aux niveaux européen et mondial ; et, d’autre part, des obligations catastrophes mises en place par la Capacité africaine de gestion des risques, exemple d’appropriation et d’innovation africaine en la matière.

Climate Change and biodiversity are enormous challenges to the developing world, particularly to the African continent. As a complement to the official development assistance, innovative financing have an essential part to play in funding the future Sustainable Development Goals, on the condition that a real change of scale be set up in view of the post-2015 agenda.This article highlights two kinds of innovative financing with high potential in favor of the fight against climate change and the protection of biodiversity in the developing world, and with a large leverage impact on the financial and private sectors involvement : the financial transactions tax, about with the French case has to be used as an example at the European and international levels ; and the “cat bonds” put in place by the African Risk Capacity which is an example of African ownership and innovation on the matter.
