Morocco is often held up globally as an example of sound water resources management. After a period of investment in dams and public irrigation schemes, the intensification of agriculture and the use of groundwater have taken center stage. But the country is still subject to worrying water shortages, which have become particularly severe in recent years. This article looks at four key components of Moroccan water policy - increasing supply through storage; developing irrigation; modernizing irrigation; and the over-exploitation of groundwater - and highlights their blind spots. It questions the incentive to further intensify irrigated agriculture in an unfavorable and uncertain climatic context, as well as the sustainability of the social alliances that have crystallized around this model.
