Many European cities and regions face several transport demand related problems like congestion and environmental pollution due to the excessive use of cars. Economists have favoured the use of pricing in solving at least partly these problems for decades. However, in practice road pricing has been rarely implemented. While some institutional barriers remain in many countries, most commentators acknowledge that the main barrier to implementing transport pricing strategies is a lack of public acceptability. This paper will review some important factors of public acceptability like psychological and scheme related characteristics and revenue hypothecation. Finally, some recommendations will be given on how to increase the acceptability of road pricing.
