Résumé
This paper analyzes an instrument of territorial public action (the socio-economic observatory of the Pyrenees) established under the Mountain Policy. Our hypothesis is that according to the experiences of development agent, there is a differentiated appropriation of territorial observatories projects and these appropriation will be encouraged by mixing different kinds of skills.
