Résumé
The post-Cold War world order is coming apart and power is dispersing toward medium-sized and small states, giving them new spaces in which to operate. Power itself requires a different lens, with an analysis that gives greater weight to resources than capacities. Both the strategic reach of “small powers” and their means to act must be reconsidered, in terms of hard power and soft power, with the latter often predominating. The dominant role of force, however, should never be forgotten.
