This article examines the importance of federalism in Germany’s COVID-19 policy. Because of the shared competencies between the Bund and the Länder, the main decisions were the subject of numerous negotiations between the Chancellor and the minister-presidents of the Länder. However, while the management of the pandemic in Germany was very much in the context of “co-operative federalism,” it also showed the importance of competition among the Länder and tensions between some of them and the federal government. These tensions are linked in particular to the increased authority of the latter since the beginning of the pandemic, which is part of a longer-term dynamic of progressive centralization of health policy in Germany.
