The researches on people housed by a third party or in furnished hotels, living in substandard housing, waiting for an hypothetical rehousing in social housing, or suffering from the inability to access or stay in their house (young people, seniors, insecure or poor workers…), all converge on the same point : the inability of publics policies and measures developed and implemented since the beginning of the 1990s to answer their difficulties. More and more people are slipping through the safety net designed for them and alternate between various temporary solutions of accommodation and housing. These situations aren’t new, but they now affect an increasing part of the population, including families with children, single-mums and retired people.For its annual report on bad housing, The Foundation Abbé Pierre wished to highligh these situations and the processes driving to them. This issue displays the major study undertaken by FORS-Recherche sociale, only partially released in the Report on the state of bad-housing in France published in 2015 by the Foundation.
