Is food empowerment for Africa possible and achievable? It is to this age-old question, brought to the forefront again at this time of crisis linked to the COVID-19 pandemic, that this text addresses. It takes up a productive, economic and political challenge at the same time, while taking into account the regional, national and local contexts of implementation. Empowerment poses the nature of connections to the international market as well as national capacities to respond to people's needs and expectations. For this reason, it goes far beyond the objective of increasing production and improving agricultural productivity. Empowerment is fundamentally long-term, both as a discourse, as a programmatic agenda and as a socio-technical project.

L'autonomisation alimentaire de l’Afrique est-elle possible et réalisable ? C'est à cette question ancienne, remise en exergue en ce temps de crise liée à la pandémie du COVID-19, que ce texte s'attèle. Elle relève à la fois d'un défi productif, économique et politique tout en prenant en compte les contextes régionaux, nationaux et locaux de réalisation. L’autonomisation pose la nature des connexions au marché international comme des capacités nationales à répondre aux besoins et aux attentes des populations. C’est pourquoi, elle dépasse très largement l’objectif de croissance de la production et d’amélioration de la productivité agricole. L'autonomisation s’inscrit fondamentalement sur le temps long, à la fois comme discours, comme agenda programmatique et comme projet sociotechnique.
