Guy Perrin : Für eine soziologische Theorie der Sozialversicherung in industriellen Gesellschaften. Die Einführung der Sozialversicherung ist ein echtes Produkt der industriellen Gesellschaften. Ihre Funktion, -wenn nicht ihre Struktur- war der Anlass zu einer grundsätzlichen Uebereinstimmung auf internationaler Ebene, so dass eine fur die meisten Gesellschaften gultige Theorie ermoglicht wurde. Die Forschung nach den Grundlagen dieser Theorie wird durch zwei Orientierungen bestimmt. Einerseits, hauptsächlich in Europa, richtet sie sich nach der Geschichte der sozialen Hilfseinrichtungen und zielt darauf ab, einen idealtypus nach einer weberischen Methode herauszuschälen. Andererseits versucht diese Forschung, die eigentliche Bedeutung der Sozialversicherung in den heutigen industriellen Gesellschaften zu bestimmen. Die hier vorgeschlagene Auslegung stiitzt sich auf eine Typologie der hauptsächlichen Systeme und auf eine Schilderung ihrer zusammenlaufenden Entwicklungen in den letzten Jahren, unter dem Einfluss der grandsätzlichen, dem technischen Fortschritt und der wirtschaftlichen Entwicklung entsprechenden Tendenzen ; wobei allerdings die aus dem Entwicklungsstand der sozialen Umwelt und Gemeinwerten entstehenden Eigentumlichkeiten nicht zu vernachlässigen sind. Diese Entwicklung regt dazu an, gewisse wichtige Fragen zur Zukunft der industriellen Gesellschaften, besonders was ihre soziale Schichtenbildung und Organisation anbetrifft, zu stellen, die sowohl den Wissenschaftler als auch den Politiker angehen.
Г. Перрен: К построению социологической теории социального страхования в индустриальном обществе. Возникновение социального страхования является характерной чертой индустриального общества. Оставляя в стороне его структуру, роль социального страхования понимается международными теоретиками его в достаточной мере сходно, чтобы можно было построить общую теорию, применимую к большинству промышленных стран. Изучение основ этой теории направлено, с одной стороны, не историю так наз. социального охранения, главным образом в Европе, с целью установления « идеального типа » такого охранения по методу Макса Вебера, с другой стороны на выяснение роли социального страхования в узком смысле слова в современном индустриальном обществе. Предлагаемая нами теория исходит из типологии главных систем и из их аналогичной эволюции за последние годы, под влиянием тенденций, связанных с техническим прогрессом и экономическим ростом. В то же время принимаются во внимание особенности каждого данного случая, зависящие от уровня развития, социальной среды и коллективных моральных и интеллектуальных ценностей рассматриваемого общества. Эволюция социального страхования связана с некоторыми основными проблемами касающимися будущего индустриального общества в плане его стратификации и организации. Эти проблемы интересуют как ученых, так и специалистов политической науки.
Guy Perrin : Towards a sociological theory of social security in industrial societies. At the beginning Social Security represented a perfect product of industrial societies whose function, if not structure, was generally approved on an international level, from a doctrinal point of view. So that one could elaborate a general theory which could be applied to most of these societies. The study of the origins of this theory is concerned with the history of public institutions for social protection, European for the most part, in order to reveal an « ideal type », according to a method adapted from Max Weber. It is also concerned with the meaning of social security itself in modern industrial societies. Here the interpretation suggested is based on a typology of the principal systems and a description of their convergent evolution during recent years, under the influence of fundamental tendencies linked to technical progress and economic development. However particularities resulting from the degree of development, social environment and collective values are taken into account. This evolution brings up a certain number of essential questions concerning the future of industrial societies, specially their stratification and organization. These questions are of interest both for scientific researchers and political men.
Guy Perrin : Para una teoría sociológica del seguro social en las sociedades industriales. La institución del seguro social representaba, al principio, un mero producto de las sociedades industriales, producto cuya función, si no la estructura, provoca un acuerdo doctrinal internacional bastante amplio para promover el esbozo de una teoría general valedera en la mayor parte de las sociedades. La busca de los fundamentos de esa teoría se basa, por una parte, en la historia de las instituciones públicas de protección social, mayormente en Europa, con el fin de destacar el « tipo ideal », según un método adaptado de Max Weber ; por otra parte, se basa en el significado proprio del seguro social en las sociedades industriales contemporáneas. La interpretación propuesta aqui estriba en una tipología de los principales sistemas y en una descripción de su evolución convergente durante los años recientes bajo la influencia de tendencias fundamentales ligadas al progreso técnico y al desarrollo económico. Aquí no se omiten sin embargo las particularidades que resultan del nivel de desarrollo, del ambiante social y de los valores colectivos. Esa evolución incita a promover ciertas cuestiones sobre el porvenir de las sociedades industriales particularmente en lo que toca a la estratificación y la organización, que interesan juntamente al sabio y al politico.
