Résumé
The consequences of voting methods for the party system cannot be limited to the influence of the electoral formula. The scale of the electoral districts, the size of the assembly and the electoral thresholds play an equally important part. Their impact varies depending on the institutional and political context they are a part of and with which they interact. Electoral engineering is an art that cannot be summed up by the debate “majority system” versus “proportional representation”.
