Alongside the institutionalized programs and tools for harm reduction for drug use, a private and commercial supply of these same tools is also developing, intended for the general public rather than for people using the so-called low-threshold facilities. This market supply is similar to a Foucauldian security system. By making addictive behaviors safe, this device allows the market to become veridictional in terms of drug management. Other disciplines emerge, and an invitation is made to take all or part of the supply of products and addictive behaviors out of the criminal field. The individual and the group are called upon to assume their responsibilities between moderation and empowerment. Markets of drugs and addictive behaviors flourish in a secure environment, while the government is called upon to play a regulatory role that it is still struggling with.
