Our ability to preserve our living standards and our social model depends to a large extent on the efficiency of schools, which itself depends on the ability of the educational system to mobilise its main resources, i.e. teachers. Yet, from this point of view, the modes of functioning of the national education system is characterized by a great waste of energy and talents in many areas: the exercise of the teaching profession, its relationship to innovation and technical progress, the organization of work and the management of human resources. The main problem is not so much a question of means, programs or teaching methods, as of management of organizations and people.
