What is urbanism the project of?The initial hypothesis on which this dissertation is based is that urbanism, as a field of action, brings together a set of apparatus that contribute to the control of industrial society and the activity of its members, while intensifying its functions of production and consumption. The second hypothesis is that, in view of their initial objective linked to industrialism, the founding principles of urbanism, even when revised, are not sufficient to resolve the contradiction between the resulting layout of territories and the current challenges of sustainable development and protection of the environment. Given the means of control and surveillance offered by the new information and communication technologies, the third hypothesis is that these production and consumption functions would no longer have to be assumed by the architecture of the territory and its infrastructures, which would make an inevitable paradigm shift possible. Each hypothesis is developed successively in one of the three parts of the dissertation, the first being retrospective and genealogical, the second introspective and critical, the third being rather prospective and theoretical, devoted to the exploration of orientations for a change of paradigm and to the anticipation of the consequences that could result from it.

L’hypothèse initiale sur laquelle repose ce mémoire inédit est que l’urbanisme, comme champ d’action, rassemble un ensemble de dispositifs qui contribue au contrôle de la société industrielle et de l’activité de ses membres, tout en intensifiant ses fonctions de production et de consommation. La deuxième hypothèse est que, eu égard à leur objectif initial lié à l’industrialisme, les principes fondateurs de l’urbanisme, même revus, ne suffisent pas à résoudre la contradiction entre l’agencement des territoires qui en découle et les enjeux actuels de développement soutenable et de protection de l’environnement. Compte tenu des moyens de contrôle et de surveillance qu’offrent les nouvelles technologies de l’information et de la communication, la troisième hypothèse est que ces fonctions de production et de consommation n’auraient plus à être assumées par la structuration même du territoire et ses infrastructures, ce qui rendrait envisageable un inévitable changement de paradigme. Chaque hypothèse est développée successivement dans l’une des trois parties du mémoire, la première étant rétrospective et généalogique, la deuxième introspective et critique, la troisième étant plutôt prospective et théorique, consacrée à l’exploration d’orientations pour un changement de paradigme et à l’anticipation des conséquences qui pourraient en découler.
