The plans for flood risk prevention in France constrain urban development and land use. However the patterns of application these restrictions vary, and sometimes reveal considerable pressures arising from individual, industrial and collective interests. This paper aims to discuss certain liberties that the mayors-elect take in the application these regulations. The links between local development and flood risk are studied, such as the tendency to reduce hazard ratings in areas when the density of urbanization is high. The recent events of 2010 in La-Faute-sur-Mer and Draguignan (France), which caused considerable loss of lives and property, highlight the importance of complying with restrictive measures.
