"There is a change in language between 1886 and 1991Constitutions. The former widely refers to war and the alterreiteratively invokes peace as a value, principle and thirdgeneration right, which is guaranteed through popular actions.In the last decade, in Colombia, peace processes with subversivegroups have been managed by the executive through facultiesobtained via declaratory of the exception states or throughfaculties transitory in character given by the Congress. In all ofthem, the presidential style has predominated. This style hasbeen oscillating between the military and the democratic vocation"
