The ILO as organizer : shaping the transnational housing scene in the 1920s

Because of its idiosyncratic conception, constitution and operation, the history of the International Labour Office offers stimulating vistas on the relationship between intergovernmental organisations and international non-governmental organizations. After an overview of the International Labour Organisation structural propinquity with such groups, this paper explore the field of housing. Here, during the 1920s and 1930s, the Office mingled with those groups (International Housing Congress, International Federation of Housing and Town planning, International Union of cities, International Housing Association) to support its attempts to develop policy recommandations about housing, and shaped their very existence and operation.

Cette contribution explore l'histoire de la tentative du Bureau International du Travail pour étendre ses activités sur le terrain du logement dans les années 1920-1930. Il s'attache plus particulièrement à reconstituer la manière dont le Bureau a tenté de soutenir, susciter et organiser le travail de différentes associations (Congrès de l'Habitation, Fédération Internationale de l'Habitation et de l'Aménagement des Villes; Union Internationale des Villes, Association Internationale de l'Habitation)
