Since Namibia’s independence in 1990, the modes of thinking and making the city has remained greatly influenced by the town regulations inherited from the Apartheid period. Nevertheless, due to city-dwellers’ practices sometimes completely new, urban managers have been forced to find ways to regulate the new social relationships. In order to study the logic behind the emergence of new management rules, this article focuses on “informai” bars( shebeens) and on how political leaders and town managers seek to curb their proliferation in the city. The choice of the shebeen as an indicator of management change is ail the more pertinent given the important stakes involved. This has given rise to a political debate on essential questions relating to the development of the post-apartheid town in Namibia.
