"The main purpose of this article is to studyfood policies and their importance for social capitalformation within the context of State reform inMexico and Latin America. In order to achievethis goal we divide our paper in three parts. In thefirst part, we study state reform from a new theoreticalperspective, analyzing new complex proposalsand their relationships with decentralizationand emerging actors. Secondly, we describethe phases that social food policy has undergone,as well as its effect on social organization. Finally,we study new food policies in Mexico andtheir probable perspectives for success from thepoint of view of establishing social capital whichis an important part of the emerging theories onsociety and state."
