In the early nineteenth century, the Habsburg Empire had to reinvent itself in the face of substantial challenges, including a profound transformation of its social base and a massive territorial consolidation. This article focuses on the development of the Empire’s central administration around a corpus of bourgeois civil servants that replaced the ramified and diverse administrative heritage of the Ancien Régime, and whose authority was based notably on its statistical prowess. This article seeks to retrace the development of this new administrative body that expanded massively over a century, while highlighting the obstacles to a statistical approach.

Au début du xixe siècle, la monarchie des Habsbourg a été confrontée à des défis substantiels, dont une transformation profonde de la base sociale de son administration et une consolidation territoriale. Cette contribution évoque la genèse d’une nouvelle organisation du service public autour d’un noyau des fonctionnaires d’origine bourgeoise, se substituant à l’administration hétérogène de l’Ancien Régime, et dont l’autorité repose notamment sur la maîtrise de la statistique. Ce nouveau corps administratif ayant pris une grande ampleur au cours du siècle, l’article essaie de reconstituer son développement quantitatif, en soulignant les obstacles à cette mesure statistique.
