Clemenceau, comme jadis Claude Leblanc, a su faire du contexte de sortie de crise l’occasion de profondes et durables réformes. Profitant d’une conjoncture qui lui assurait, outre un budget et une liberté de manœuvre, l’assentiment d’une large partie de la population française, le président du Conseil a pu lancer une vaste réorganisation de la gendarmerie. En outre, en procédant, en quelques mois, à un renouvellement considérable de son personnel, mais aussi à la promotion et à la formation de celui-ci, il opère un renouveau non seulement structurel, mais aussi générationnel. C’est ainsi que la gendarmerie de 1940, et plus largement celle d’un long demi-siècle, est née en 1918.
