La Fédération allemande des chambres de commerce et d’industrie – le Deutscher Industrie- und Handelstag (DIHT) – représente les chambres de commerce et d’industrie allemandes au niveau fédéral. Elle défend dans la durée l’organisation libre-échangiste du commerce mondial. Cette orientation renvoie aux intérêts de l’économie allemande, fortement exportatrice. Aussi le DIHT considère-t‑il que le libre-échange doit présider aux relations du Marché intérieur européen avec le reste du monde comme à l’espace est-européen en pleine mutation. À cet effet, il soutient le rôle du GATT. Pour imposer ses vues, il use de son influence auprès des instances publiques allemandes, des institutions européennes et développe une « diplomatie consulaire » afin de préparer au mieux l’économie allemande à l’ouverture de ces nouveaux marchés.
