La prospective territoriale du conseil régional de Bretagne, entre instrument de communication et stratégie de légitimation (1996-2016)

Alors que la planification du Commissariat général du plan et que la prospective datarienne étaient tombées en désuétude durant la décennie 1980, les années 1990-2000 vont remettre au goût du jour, en France, les idées d’anticipation, d’aménagement et de régulation du développement territorial. Depuis les lois Pasqua (1995) et Voynet (1999), la prospective est confiée aux régions dans le cadre de l’élaboration du schéma régional d’aménagement du territoire. Pour une institution régionale à la capacité politique relative, la prospective va être institutionnalisée comme un outil de communication au service d’une stratégie plus large de légitimation territoriale. Cet article montre que le futur est une catégorie d’action politique à part entière et que la prospective, en tant qu’instrument de communication, participe d’un récit projeté de la capacité et de la légitimité politiques pour un pouvoir politique intermédiaire.

Whilst the planning model of the Commissariat Général du Plan and the forecasting model of the DATAR both fell into disuse during the 1980s, over the period 1990-2000 notions of anticipation, planning and the spatial regulation of territorial development were resuscitated in France. Since the Pasqua (1995) and Voynet (1999) laws, Regional Councils are responsible for the forecasting of regional development, within the framework of the regional spatial planning scheme. We argue that, for a regional institution with weak political capacity, foresight has been institutionalized as a communication tool with which to pursue a broader strategy of territorial legitimation. The article highlights that “the future” is a genuine category of political action and that “foresight”, as a communication tool, is now part of a forward-looking narrative regarding the political capacity and legitimacy of what in Brittany has become an intermediate political power.
