Enhanced subversion? Concepts and actors in the Russian cyber strategy

Integral to the transformation of Russian power since 2010, cyber represents a tactical and strategic lever for Moscow, enabling it to operate in the interstices of conflict while avoiding crossing thresholds. The uniqueness of the Russian approach lies in the combination of a Soviet heritage and the adaptation of intelligence services to the potential offered by the global spread of digital resources. To shed more light on the period which began in February 2022 with the Russian invasion of Ukraine, this article revisits the concepts that feed the mental schema of Russian civil and military leaders in the cyber field, and it considers the various actors mobilized by the national authorities with the aim of mitigating their responsibility.
