This paper deals with the marine and coastal protected areas (MCPA) of the five members of the Indian Ocean Commission. It shows that MCPA are more efficient that the coastal communities traditional management rules but they require the collaborative management of local people, public authorities and decision makers. The small size of islands is a crucial parameter, first to settle protected areas in a context of coastal space scarcity, second to manage them. Tourism is the main way to integrate protected areas in the local and national economy. As they generate, attract or push flux MCPA are discontinuities of space and time.
