The Piana del Sele is a vast area in the Province of Salerno, historically characterized by high levels of agricultural and dairy production. Since the second half of the 1980s this territory is pulling an increasing number of migrant workers employed in the primary sector. In the first time, this new population was composed by single young men from Morocco and Algeria, but, after some years, it has changed, with families arrived from North Africa and new migrants from Eastern Europe. Migrants have a stable presence in the Piana del Sele, and this trend is expressed by the increasing number of non-Italian children in the schools. The unavoidable employment in the farming jobs of migrants and their stable settlement are not being sufficient factors to build policies oriented to respond to their fundamental needs and rights, especially for working and housing conditions. The permanent presence of migrants is always been ruled through an absence of organized institutional actions and plans. This paper presents preliminary findings from a research conducted through an analysis of official and institutional documents and some interviews with privileged witnesses. The aim of this paper is to point in evidence some reasons which have produced a long and hidden crisis of the territorial intelligence.
