TALKING ON INTERNET From socio-technical devices to discussion grammars This paper describes the course of debate on energy efficiency, run by the ADEME (French Environment and Energy Agency) in the spring of 2007, partly on the Internet. The authors emphasize the role of procedure in framing individual statements put to discussion, as a basis for the elaboration of measures for public action. To that end, they analyse some devices that facilitate the transformation (according to the sociology of translation) of a set of individual speeches into public policy proposals that can be considered as collectively acceptable.
