France’s Strategic Review and Livres blancs: The Notion of Crisis

From the first French Livre blanc, in 1972, through to last autumn’s Strategic Review, there has been greater use of the notion of “crisis” to convey a perception of international instability. To combat the increasingly hackneyed use of both the word and the notion, we need to be able to study current crises more effectively and to afford ourselves the means to face up to those of the future.
