Agnés Heller discusses the distinctions between goal-rationality and value-rationality arising from Weber and developed by Apel into the categories of instrumental, strategic and communicative rationality. She proposes to conceive of rationality in its totality, as the competence in following rules but also norms, constituting the historico-substantial element which characterizes not each isolated action but the significant cluster they form, under the « regard » which observes them. There is no purely instrumental rational relationship between man and nature, because no such thing as scientific rationality exists apart from scientific research norm abidance.
