"Colombia is a country at war with its specifications and elements common to others. This war is a vital aspect of the current national situation. The form in which it will be resolved will define the course of our immediate history. If a political negotiational solution is opted for, it is possible to lift an opportunity from this towards democratization. However, if a military solution is opted for it may lead us towards the establishment of a regime formulated from firm military characterisitics. The peace option may be the only opportunity to construct a modern democracy, one founded on a development consisting of the increase of real liberties of individuals, equity and social justice."
